For subscribers that only have dial-up or DSL, they will be upgraded to SDSL. This will give the same speed in uploads as downloads. Also, a commitment to provide 10MBPS will be made. The cost of this upgraded service will cost the same as dial-up. Once fiber is rolled out, they will replace their DSL modem with just using a fiber optic line connected via RJ45.

For those that are connected via coaxial, it is very likely that fiber optic is running along the polls and converted to coaxial at the polls for cable internet and cable TV. If this is the case, those coaxial lines will be replaced at the pole, and ran to the location. Once that happens, then all connections will eventually be Fiber Optic. Any one using dial up or DSL in communities with cable TV/Internet services will be required to upgrade to the fiber line, and they will still be provided with an affordable connection price.
